FDG provided complete Program Management services for the expansion of the Cobb County Adult Detention Center (ADC). The expansion and renovation program included the addition of 1,086 beds and upgrades to related support areas. The existing facility, located on a 25-acre site, housed 900 to 1,000 inmates.
We began the project by working with the County Commission and Sheriff’s Department to verify and define the facility objectives. After outlining the County’s needs and determining qualification criteria, we assisted the County in soliciting and selecting a design firm. Our role was to provide the County with the most control over project objectives, budget, schedule and quality. We located staff on-site throughout construction to manage the implementation of the project including: construction bidding, scheduling, permitting, contract negotiations, field management, quality control, code compliance, award contracts, purchasing, safety, cost accounting, start-up and check-out. All work was done in close coordination with the owner to ensure the project objectives were met.

THE FULL STORY
Based on a needs assessment study completed by FDG, the firm was selected to plan, design, and build a new 384-bed minimum security work-release center so the new beds could free-up space at the Adult Detention Center (ADC).
Situated adjacent to the ADC, the new facility contains administrative offices and eight dormitories. Each dormitory provides 48 beds that house minimum-security inmates who work either at the ADC, as part of the County’s outside work detail, or at regular jobs within Cobb County.
The 40,000-SF building is a pre-engineered, structural steel frame with split-faced block walls and an insulated metal roof with skylights. The entire design/build delivery took less than 12 months – from design to occupancy, and was completed within the established guaranteed maximum price. The building opened in 2003.
